ANOR Reference Guide
Electronic Invoicing with Odoo
Since 1 September 2026, every VAT-registered business in France must be able to receive electronic invoices. Odoo is registered as an approved platform (AP) by the DGFiP: issuing, receiving and e-reporting are all managed directly from Odoo's accounting module.
This guide covers the regulatory timeline, what changes in practice for your business, how Odoo works as an approved platform and the method ANOR uses to bring its clients into compliance. All regulatory data should be verified on impots.gouv.fr, the official reference source.
ANOR has configured electronic invoicing for its own companies and its clients in Odoo. This guide reflects that experience.
Reform timeline: who needs to do what and when?
The reform is being rolled out in two waves. The table below summarises the obligations by company size. For exact definitions (large company, mid-sized company, SME, VSE, micro-business), refer to the texts published on impots.gouv.fr.
| Business | Reception | Issuance | E-reporting |
|---|---|---|---|
| Large companies and mid-sized companies | 1 September 2026 | 1 September 2026 | 1 September 2026 |
| SMEs, VSEs and micro-businesses | 1 September 2026 | 1 September 2027 | 1 September 2027 |
All VAT-registered businesses must be able to receive electronic invoices from 1 September 2026, regardless of their size.
The tax authority has announced a tolerance period for businesses acting in good faith. Check impots.gouv.fr for the conditions currently in force.
What changes in practice for your business
The reform is not just about file formats. It fundamentally changes flows between businesses, invoice statuses and reporting obligations.
A PDF by email is no longer enough
B2B invoices between VAT-registered parties must be issued in a structured format (Factur-X, UBL or CII) and transmitted via an approved platform. A PDF sent by email no longer qualifies as an invoice for tax purposes.
The central directory
Every business must register in the directory maintained by the DGFiP to indicate its receiving platform. A business not listed in the directory cannot be invoiced correctly by its suppliers.
Mandatory lifecycle tracking
Four statuses must be recorded: deposited, rejected, refused and collected. Tracking these statuses is now an obligation, not an option.
E-reporting
Transactions outside electronic invoicing (sales to private individuals, foreign customers and suppliers) and payment data for service transactions must be transmitted to the tax authority via the approved platform.
New mandatory fields
The customer's SIREN number, the delivery address if it differs from the billing address, the nature of the transaction (goods, services or mixed) and the option to pay VAT on debits must appear on every invoice.
Accepted formats
Three structured formats are accepted: Factur-X (a Franco-German hybrid PDF + XML format), UBL and CII. Odoo generates these formats natively from the accounting module.
Odoo as an approved platform (AP): what it means for you
Odoo's registration as an approved platform by the DGFiP was announced on 15 April 2026. You can verify Odoo's status on the official list published on impots.gouv.fr. ANOR does not publish a registration number: please consult the official source.
The native module in Odoo
The "France - E-Invoicing (Approved Platform)" module is available natively in Odoo 18, 19 and 20. A backport to Odoo 17 has been announced by the publisher. This module covers issuance, reception and status tracking directly from Odoo's accounting module.
Pricing
No additional cost related to electronic invoicing has been announced by Odoo and there is no per-transaction fee. The Odoo Custom licence remains at 35.90 € per user per month in the first year, then 44.90 € from the second year onwards, with all applications included.
E-reporting and VAT
E-reporting configuration in Odoo is tailored to your VAT scheme. Outgoing flows (sales to private individuals, international transactions) and payment data are set up according to your situation.
Directory registration
Registration is done by signing the designation declaration directly within Odoo. If your group includes several companies, this signature must be completed for each one.
The exact behaviour of the module depends on your version of Odoo and your hosting method (Odoo Online, Odoo.sh or dedicated server). ANOR checks this point during the diagnostic.
You are on Odoo 16 or an earlier version: what should you do?
Odoo 16, 15 and earlier versions do not include the official approved platform module. These versions no longer receive security patches from the publisher.
Two paths are available:
- Migrate to Odoo 18, 19 or 20: this is the recommended route to be fully compliant for issuance, reception and e-reporting. ANOR carries out migrations taking between 2 and 9 months depending on complexity. See our Odoo migration page and our article on the end of support for Odoo 16.
- Interim solution: if migration is not immediately possible, a third-party platform can handle reception by 1 September 2026. Compliant issuance remains conditional on upgrading your version.
On a system that has remained within the Odoo standard, an upgrade can sometimes be completed in a single day. ANOR assesses this possibility during the initial diagnostic.
You are not yet on Odoo: choosing your AP means reviewing your entire workflow
Choosing an approved platform is an opportunity to rethink your entire chain: quotes, orders, delivery, invoicing, collection and accounting. A regulatory reform can become a lever for modernising how your business is managed.
If you are using another software package and considering a change, our comparison guides will help you see how Odoo stacks up against common alternatives:
Odoo is built on PostgreSQL (a free, high-performance database) and Python (the dominant language in AI), with open-source Community and Enterprise editions. Odoo 20 includes particularly advanced AI capabilities, with more than fifty dedicated modules in the Enterprise edition.
FEC, accountant and payroll: related topics
The FEC and your accountant
Odoo produces the accounting entries file (FEC) in the format required by the tax authority. Your accountant can work directly in Odoo with a dedicated access profile, or receive the FEC file. ANOR organises the handover with the firm from the project scoping phase.
Payroll in France with Odoo
Payroll is not part of the electronic invoicing scope. In France, Odoo interfaces with a dedicated payroll application. ANOR has developed a native interface between Odoo and Openpaye, available on our modules page.
Penalties: what the regulations say
The regulations provide for fines per non-compliant invoice and fines per missing e-reporting transmission. These fines are capped on an annual basis. A specific penalty applies to the absence of a receiving platform after formal notice.
The tax authority has announced a tolerance period for businesses acting in good faith and taking the necessary steps. For exact amounts and conditions, refer to the official texts in force on impots.gouv.fr.
Fine amounts and tolerance conditions may change. Check impots.gouv.fr and consult your accountant for up-to-date information.
The ANOR method in four steps
1
Compliance diagnostic
We analyse the quality of your customer data (SIREN numbers, mandatory fields), your outgoing and incoming flows, your VAT scheme and the state of your Odoo instance. This diagnostic defines the precise action plan.
2
Odoo upgrade or migration
If your version does not support the AP module, we plan the upgrade. On a standard base, this can be done quickly. For more complex projects, we establish a realistic timeline.
3
Configuration, registration and testing
We configure the "France - E-Invoicing (Approved Platform)" module, set up e-reporting according to your VAT scheme, manage your directory registration and carry out full tests before going live.
4
Training and monitoring of first cycles
Your accounting team is trained on the new statuses, mandatory fields and e-reporting flows. ANOR monitors the first invoicing cycles to address any adjustments needed.

Frequently asked questions
Yes. Odoo's registration as an approved platform (AP) by the DGFiP was announced on 15 April 2026. You can verify this status on the official list published on impots.gouv.fr. ANOR does not publish a registration number: the official list is the authoritative source.
No additional cost related to electronic invoicing has been announced by Odoo and there is no per-transaction fee. The module is included in the Odoo Custom licence. Please check with the publisher to confirm the pricing conditions applicable to your contract.
Odoo 16 does not include the approved platform module and is no longer supported by the publisher. For reception (mandatory from 1 September 2026), an interim solution using a third-party platform is an option. For issuance and e-reporting, migration to Odoo 18, 19 or 20 is required. Contact ANOR to assess feasibility and timescales.
Yes. The obligation to receive electronic invoices applies to all VAT-registered businesses from 1 September 2026, regardless of size. Issuance and e-reporting obligations will apply to SMEs, VSEs and micro-businesses from 1 September 2027.
Registration is done by signing the designation declaration directly within the dedicated Odoo module. If your organisation includes several companies, the signature must be completed for each one. ANOR guides you through this step during the configuration phase.
Absolutely. Your accountant can access Odoo directly with a dedicated profile, or receive the FEC file (accounting entries file) produced by Odoo. Both options are available. ANOR organises this arrangement from the project scoping phase.
Sales to private individuals (B2C) and transactions with foreign customers or suppliers do not go through B2B electronic invoicing, but they are subject to mandatory e-reporting. Odoo configures these flows according to your VAT scheme. Payment data for service transactions is also covered.
Technically, approved platforms can be used independently of your accounting software. In practice, the value of Odoo as an AP lies in its native integration with the entire management chain. If you are considering updating your setup, our comparison guides will help you evaluate the options.
