In the daily life of French SMEs and mid-sized companies, many purchases are made without any real consultation. The buyer places an order with the usual vendor, at a price close to the last price obtained, without having consulted alternatives. This routine, which seems natural, is in fact one of the main sources of margin erosion. The discipline of systematic competitive bidding on significant purchases is one of the most direct levers for economic improvement, to be put in place as soon as a company reaches a critical size.

Inertia as a silent cost

Repeat buying from the same vendor has real advantages. The relationship is known, the quality predictable, the operating arrangements proven. This operational comfort has a hidden cost:

  • it makes the buyer a prisoner of the vendor's unilateral changes in terms.
  • Successive price increases go through uncontested, because nobody compares them with competing offers.
  • Market developments are not captured: an emerging player offers an equivalent product at a lower price, but the buyer does not know it.

This inertia is documented. Studies on the purchasing behavior of French SMEs show that buyers who systematically run competitive bidding on recurring purchases above a certain threshold obtain terms that are on average eight to fifteen percent better than those who settle for automatic renewal. This difference, applied to a large purchase volume, represents considerable sums.

Consultation as an act of governance

  • Competitive bidding is not just a purchasing technique
  • It is an act of governance that holds vendors accountable and structures the commercial relationship
  • A vendor who knows it is being consulted in a competitive bid spontaneously aligns its terms with the market
  • A vendor who knows it holds a de facto monopoly over its customer has a natural temptation to ease the pressure on its prices

This mechanism assumes no mistrust or hostility toward the vendor. It simply assumes putting in place a framework in which each party knows what to expect. Serious vendors actually appreciate a framework of regular competitive bidding, which spares them from having to justify themselves constantly and anchors their services in a transparent comparison.

Odoo's Request for Quotation module

Odoo's Purchase module natively integrates the management of requests for quotation, also called RFQs (Request for Quotation) in international vocabulary. The mechanism is designed to make competitive bidding simple to organize, even for SMEs without a dedicated purchasing department.

The buyer defines what they want to buy:

  • products, quantities, desired lead time, special conditions.
  • They select the vendors to consult (manually or via automatic suggestions from the vendor catalog).
  • The request for quotation goes out by email to each, with a link to a portal where the vendor can enter their terms.

Vendors respond online with their prices, lead times and any specific conditions. The buyer receives the responses in a comparative view that highlights the differences. They choose the best offer and turn it into a purchase order in a few clicks.

Operational fluidity

  • A frequent criticism of systematic competitive bidding is that it slows down purchasing
  • The fear, a legitimate one, is turning every order into a project lasting several days
  • The reality, with a tool like Odoo, is different

For recurring purchases, the usual vendors are already identified and their catalogs up to date. A request for quotation to three or four vendors can be prepared in fifteen minutes. Vendors used to the format generally respond within forty-eight hours. The final decision takes a few minutes. In total, we are talking about three or four days for a purchase that would have taken half a day by direct order, but that yields on average a ten percent gain on the price obtained.

For strategic purchases, competitive bidding takes longer but the potential gain is proportional. On a framework contract worth several hundred thousand euros, two weeks invested in consultation pay off handsomely.

Traceability as protection

Beyond the immediate economic gain, organized competitive bidding provides valuable traceability. Every purchase is documented: who was consulted, who responded, what conditions were offered, on what criteria the choice was made. This traceability protects in the event of an internal audit, an external inspection (notably for public or semi-public bodies subject to competitive bidding obligations), and a dispute with a vendor that was not selected.

For French mid-sized companies subject to purchasing compliance obligations (for example as part of quality certifications, or relationships with prime contractors that impose requirements on their subcontractors), this traceability has become an unavoidable standard.

Developing relationships with new vendors

A sometimes underestimated dimension of competitive bidding is that it opens the door to new vendors. Without it, the company remains a prisoner of its historical network. With it, it regularly discovers emerging players, little-known specialists, competitive foreign vendors.

This diversification of the vendor base has two strategic benefits. It reduces dependence on historical vendors, which strengthens resilience in the event of failure or tougher terms. It feeds market intelligence: a buyer who regularly consults several players knows their market better, spots trends faster and negotiates more relevantly.

The discipline of recurring purchases

  • A good practice is to structure recurring purchases by re-bidding cycles
  • Framework contracts are renegotiated every twelve to twenty-four months
  • Recurring purchases not covered by a framework contract are put out for consultation at each order above a certain amount
  • Strategic purchases are reviewed annually even in the absence of an immediate need for renegotiation

This cyclical discipline, built into the company's calendar, transforms purchasing practice. It avoids the slow drift toward routine comfort. It maintains a benevolent pressure on vendors. It anchors the purchasing function in a dynamic of continuous improvement.

A high-return investment

For French SMEs and mid-sized companies that want to strengthen their economic performance without degrading their service quality, systematic competitive bidding is one of the most direct and most profitable levers. Putting it in place requires suitable tooling, discipline of use, and management sponsorship. The benefits are measurable from the first months and grow over time.

ANOR supports this structuring by combining configuration of Odoo's Purchase module, definition of competitive bidding rules, and training of buyer teams.
